IN ITS FAVOR: The ultimate plug-and-play utility player, "Rules of Engagement" required little promotion and generates no buzz, but it consistently holds onto a good chunk of whatever its lead-in happens to be, even if it's going up against "American Idol" results. Critics may not love "Rules of Engagement," but CBS has to love having a show that requires this little upkeep.
AGAINST IT: It's not buzz-y or exciting. But this is CBS we're talking about.
