'Beauty & The Beast,' 'Last Resort,' 'Vegas' and 'The Neighbors' make the cut

BEST - The CW's "Arrow"
Even if the special effects aren't really up to blockbuster standards, this isn't a cheesy DC Comics adaptation in the vein of "Smallville." It's a serious and earnest look at a vigilante hero in a time of greed and corporate corruption. But even with that timeliness, "Arrow" doesn't sacrifice its well-choreographed fun and, in Stephen Amell, it boasts the rare square-jawed hero who doesn't hail from Australia or New Zealand. He's Canadian and The CW's core audience is gonna love him. Or at least his abs. There's a bit too much wooden acting and stilted writing to give "Arrow" a full and unqualified endorsement, but there's real potential here and The CW may have its biggest hit since "Vampire Diaries."
