"Harvest Festival" (Season 3, episode 7)
The Harvest Festival arc is the series' creative apex, as the larger story of Leslie trying to rescue Pawnee from financial ruin gave greater weight — comical and emotional — to everything around it. This is that arc's climax, and it is perfect, from the introduction of adored (to the bewilderment of Ben) tiny horse Li'l Sebastian, to the media panic when it seems like a Native American curse has ruined the festival, to April being understandably put off when her declaration of love to Andy is responded to with "Awesomesauce!" The soaring crane shot of Leslie in the middle of her greatest achievement (to that point, anyway), scored to Tom Petty's "American Girl," is an incredibly moving moment for an episode that in so many areas is among the silliest the show ever did.
